Requirements and Qualifications

The organization is committed to strengthening and integrating its monitoring, evaluation, learning (MEL), and reporting systems across all programmatic activities. At the project level, monitoring and reporting are integral to the project cycle and essential for effective results-based management. Regular assessment of progress at input, output, and outcome levels generates timely evidence on performance and supports accurate, results-oriented reporting, enabling adaptive management and informed decision-making throughout implementation. Project-level monitoring and reporting also feed into institutional reporting, including the Strategic Results and Resources Framework (SRRF), and inform mid-term and final evaluations, ensuring alignment between project delivery and broader organizational results. THE POSITION Under the supervision of the Monitoring, Evaluation and Learning Coordinator, and in close coordination with programme teams, regional management, and HQ-based MEL functions, the Monitoring & Reporting (M&R) Officer coordinates the implementation of monitoring, evaluation, learning, and reporting systems across assigned programmes and projects. The role provides technical guidance on MEL methodologies and tools, ensures the quality and effective use of programme data and evidence, coordinates reporting and assessment processes, and supports evidence-based decision-making, adaptive management, and programme quality.
